Kinney Shores Association Saturday August 22, 2015 

 

On Saturday 8/22/15 President Jane Kerns called the meeting to order at 4:10 P.M. with

20 paid members in attendance. The meeting was held at Bruce and Jane Kerns home at 10 Shore Avenue, Saco, ME.

Jane K. reminded everyone that in order to vote you had to have paid your dues for 2015.

Jane K. reminded the members of a few of the ground rules for KSA meetings.

Start and end meetings on time…… No side conversations…..When someone is speaking let’s all listen, and comment when that person is done speaking, this way we will all hear what is being said.

Jane K also asked that when someone is making a motion that they give their first and last name, so we will have accurate information in the minutes.

Election of Officers for 2015-2017 KSA_Meeting4

President:  Rick Campbell made a motion to nominate Jim Godbout to serve as President, a second to this motion was made by Jane Campbell.  No other nominations made. Nomination closed with a vote. Passed unanimously

Secretary: Jim Godbout made a motion to nominate Rick Campbell to serve as Secretary, a second to this motion was made by Ellen Gross. Passed. No other nominations made. Nomination closed with a vote. Passed unanimously.

Treasurer:  Jim Godbout made a motion to nominate John Thibeault to serve another term as Treasurer. A second to this motion was made by Brian Mula-Howard. No other nominations made. Nomination closed with a vote. Motion passed

Board Member:  Bruce Kerns made a motion to nominate Lynn Godbout to serve another term as a Board Member, second to this motion was made by Mark Gross.  No other nominations made. Nomination closed with a vote. Passed unanimously.

Board Member: Jane Campbell made a motion to nominate Lauri Dahlem to become a Board member, a second to this motion was made by Rick Campbell. No other nominations made. Nomination closed with a vote. Passed unanimously.

Secretary’s Report:  Since we are not reading the Secretary’s Report, Jane Kerns asked if there were any questions to the June 27, 2015 minutes. There being no questions, Rick Campbell made a motion to accept Secretary’s report as received, and a second to that motion was made by Lynn Godbo
ut. Motion   passed.

Treasurer’s Report: Since we are not reading the Treasurer’s Report, Jane Kerns asked if there were any questions to the KSA Financial Report, 8/26/14 to 6/27/15 report that was sent out in July 2015.There being no questions, Bruce Kerns made a motion to accept Treasurer’s Report as received, a second to that motion was made by Jena Kerns. Motion Passed.

Pet waste station bags cost us $ 195.75, the question came up, and all agreed, that it is now a good time to ask the City of Saco to start absorbing this cost for 2016 year.

Jane Kerns briefly compared the 8/26/14 – 6/27/15 to the new 8/26/14 – 8/22/15

Dues collected for 2014                             $ 770.00

Dues collected thus far for 2015              $ 1,430.00

The new Financial Report for 8/26/14 to 8/22/15 will go out with the August Minutes.

Directory Update:  Please let Rick Campbell, our new Secretary, know if you have a new Street or email address.   Rick’s email address is papagnome@aol.com

FEMA Flood Map update:  I sent Richard Lambert, CEO, of Saco, an email asking about an update on Saco’s appeal to the new flood maps, here is his response.

“No change on the Flood Maps. The meeting I went to last week was to introduce us to the draft maps they have for all the inland watercourses. I asked about the coastal mapping process and where that all stood.  It appears they have not moved at all on this and that the contractors who developed the maps are being asked to review their work to make sure the methodology they are using is consistent with all the communities.  It was unclear if that was a good or bad thing for the city but it certainly will further delay the process.  It is unknown how long this review may take.  I will keep my ear to the ground on this and let you know if anything develops.”

KSA Pamphlet:  The new updated KSA pamphlet that Helen Gross, Jane Campbell and Stephen O’Brien worked on, is now complete. Everyone at the meeting received a copy.  A copy of this will be sent out to those members not at the meeting.  Ellen & Jane will use these pamphlets to introduce new property owners to KS and the KSA.  Everyone at the meeting was pleased at how well the pamphlet looked.

Updated By Laws:   The updated revisions of the By-Laws that were read and voted upon at our June 21, 2014 meeting, were distributed to all those present at the meeting.  Those not at the meeting will receive theirs with the August Minutes.

Beach Report:  Prepared by Joel Swartz, VP KSA was not read at the meeting due to time restraints, it will be sent out with the minutes. Joel did a complete eval. of all 6 of the boardwalks, he also mentions

The New State Law LD 67 is in effect for No Smoking in Public Places including Beaches.

We need to have a No Smoking sign like the one at Cottage Avenue, on the other 5 walkways.

KSA_Meeting3Mayor:  Don Pilon, the Mayor of Saco, ME informed us that on 9/21/15 Kevin Sutherland who is now working with the Mayor of Ithaca N.Y., will be the new Town Manager for Saco, ME.  He stated there were 36 applicants for the position, from all over the USA.

The mayor spoke about the budget, and that there will be a .10 cent increase, and the mil rate will go from $18.62 to $18.72.  The City has given Thornton Academy $ 2.5 million over the last 2 years. There was a .50 cent increase in the school budget for K-8.

Mayor, Pilon spoke about the need to build a new school building to replace Fairfield and Young schools.

One of the issues is where to build a new school, Sweester has land near the turnpike, and The Kimball Health Center also has land, the school board continues to look at other options.

He spoke about the issues that continue at Camp Ellis, about the Army Core of Engineers and the studies they have done, and continue to do, the silt needs to go out to sea, right now the Sturgeons are nesting on this silt, so nothing can be done at present.  He said he was fortunate to know the right contacts from when he was in the legislator and he is now in contact with the people in the know who also have the authority to act, and that hopefully within 5 years the issue in Camp Ellis will have been addressed.  KSA members at the meeting said this issue has been going on for 30+ years and cannot understand how this can continue to take so long.  A few of the members also mentioned about the sand that is accumulating at the Marsh/Brook at KS, Don stated this is also being looked into, as well as the quality of the water in this area, that if pollutants are present where are they coming from.

Don also mentioned that this is the first year that Saco has a Red Trolley that travels from Saco to OOB to Camp Ellis at a cost of $ 1.00, a DOT Grant off set the operating cost, thus far it has been a success with many people enjoying the ride that takes about one hour and 10 minutes. The trolley runs from 10AM to 10 PM Tuesday thru Sunday, it does not run on Monday.

The subject of having extra Life Guards patrolling the beach near the brook came up, the issue of cars speeding on Seaside, cars parking along Seaside and crossing the street to get to the beach, some members felt this was an accident waiting to happen.  Rick Campbell, mentioned that KS has had 3 drownings within 8 years, one of which he went out and brought the body back to shore, and how upsetting this is, and that this just reinforces the need to have Life Guards in place from June to the end of August, or preferably till Labor Day. Don stated that a Petition from the KSA would go a long way in making our concerns heard and listened to.

He also spoke about the new parking taking place at Bay View and how well that appears to be generating more revenue, and that some of that $ was used to repair the pier at Camp Ellis.

Don stated that any issue that we had that we want to be addressed at a Council meeting, to contact him, and he will place it on the agenda.

All present thanked the Mayor for coming and listening to our concerns.

Update on Web Site for KSA: Brian Mula-Howard did a great presentation, and here are some of the highlights….Name of the Web’s address will be www.KinneyShores Association.com

The engine will be www.Wordpress.com

They will have a front and back….the front being open to all and the back Pass worded for paid members.

It will have some of the following: Directory,  listing of Officers, links to city of Saco, KS businesses, Rachel Carson preserve, special event calendar, blog, order forms for logo wear, , By Laws, Beach rules, etc.

Brian also said that there could be a function to be able to pay your dues directly on line, Jim G., mentioned that this could be costly. Brian also mentioned that you could send out reminders for those who had not yet paid their dues.

There were a few questions from those present that Brian and Rick answered.

Jim Godbout., made a motion to go forth with a KS web site that will promote Community, rules, ads, etc. that support the KS area, and second to the motion was made by Jena Kerns., motion passed.

Cost of the web site is $ 48.00 this includes cost of KS.com and Web builder Go Daddy.com, Jane Kerns. asked that Brian submit the receipts to John T., so that he could be repaid for this amount.

Jane Kerns., thanked everyone for coming, and for all the delicious food that they brought to the meeting.

Bruce Kerns., made a motion to adjourn the meeting and Ellen Gross., made a second to that motion. Motion passed, meeting adjourned at 5:20 P.M.

Those who stayed for the buffet, enjoyed the variety of food, KFC, salads, appetizers, hot pasta dishes and a # of desserts, most of all we enjoyed getting to know more about each other.

I want to thank the great Board Members that I had the pleasure of working with over the last 12 years, first as VP, than as President.  I want to thank Ellen Gross, for making all the name tags for us to wear, as this is a big help in learning each other’s name.  I also want to thank Ellen Gross, for reviewing the changes I made with the By Laws.

I also want to thank my husband, and my daughter Jena Kerns and my son in law Jonathan Gagnon, for all their support, and all the assistance they have given me by reviewing my minutes, teaching me how to use a lap top after my computer crashed etc., I could not have done all of this without them.
