Kinney Shores Association | June member meeting 

Saturday, June 24th, 2017, 4pm @ the Cardins

KSA President Jim Godbout called meeting to order:

Secretary’s report was distributed as minutes from August 2016 meeting via email. Motion to accept was made and accepted. 
Treasurer’s Report was then reviewed by John Thibeault, who highlighted a few select expense items including costs related to the KSA website, annual association costs, and pet waste bags. New signage for walkways was also discussed, and is shown below. Motion to accept was made and accepted by Paul (1st) and Dick (2nd).   
Beach Report was then discussed. There has been a substantial amount of beach erosion this year. Pam Cardin addressed shoreline commission earlier this year and shared that the Army Corps of Engineers has a plan to build a spur off of the current seawall, however the associated costs are still a discussion so the timing is TBD. Goosefare Brook water quality issues were discussed. Drainage water coming from OOB and Ocean Park has been routinely tested and in terms of bacterial levels has been consistently poor. One action item that was discussed relative to the condition of Goosefare Brook is to contact the offices of Senator Susan Collins (https://www.collins.senate.gov/contact) and Senator Angus King (https://www.king.senate.gov/contact). Stewards to continue maintaining the boardwalks – Paul, Chris, Rick, etc. Please keep an eye on the pet waste bags at Outlook and Piney Woods – if low, then contact Rick Campbell (papagnome@aol.com).  The prevalence of large amounts of seaweed on the beach was also discussed – Jim shared that OOB is allowed to removed theirs and has equipment to do so, however in Kinney Shores the EPA does not allow us to pick up the seaweed. Mother nature will eventually help us out on this one.  Rip tides were also pointed out, particularly in front of the lifeguard station. 
Website Report – the Kinney Shores Association website was discussed.  All members should be able to login using the first part of your email address.  There is a function to retrieve and/or reset your password.  An informal show of hands was asked for in regards to who would be interested in paying dues through the website.  Approximately 8-10 members who were present indicated they would be. I (Brian Mula-Howard) will be looking into making this option available in the future.  A request to add Saco town hall minutes to the website was requested.  A link to those can be found here and this link will also be placed on the website:  http://www.sacomaine.org/departments/mayor_and_city_council/city_council_agenda.php
Jane Kerns discussed the watering schedule – passed around and here is the result.  Please be sure to water your assigned flowers on the day(s) you signed up for:

Other Business: 
Jim discussed new dues amounts: $25 for family, $15 for single.  All dues should be mailed to P.O. Box 7139, Ocean Park, ME 04063. 
Rick Campbell proposed Historian position. There is a lot of history here in Kinney Shores, and our hope is that through a Historian position we can capture much of it before it disappears.  Please send all pictures, stories, and other historical nuggets in electronic form (text in an email, Word doc, scanned/uploaded images) to Brian Mula-Howard at bmulahoward@gmail.com.
2ND ANNUAL KINNEY SHORES DAY – Planned for July 29th at 12pm. The association is looking for a planning committee to help organize some events for this. Please contact Jim Godbout to find out how to support the planning of the fun event!  High tide that day is at 3-4pm in the afternoon, so we will be getting an early start. 
Parking Discussion – Town safety committee is in the review process (Saco PD & FD). Some new signage is said to be on the way. All parking concerns should be directed to Corey Huntress – deputy chief at Saco PD. Saco Fire Chief John Duross may also be contacted. Rick Campbell also discussed speed concerns and possible signage being considered for Seaside (pedestrian crossing signage). 

GUEST SPEAKER: Dick Lambert – Discussed FEMA preliminary flood maps. Map of Kinney Shores and Camp Ellis was produced. Ransom engineering reviewed maps, believe there may be a flaw in the process that was followed, but it would need to be appealed. Starting water level was potentially off, and appeal process discussed. However, it would be $210K for phase one of appeal to FEMA. Phase 2 $38K. Previous flood zone exemption letters would no longer apply once the new flood maps are accepted.  Beachfront homes move from ‘A zone’ to ‘B zone’ which takes into consideration wave action on structures, which likely means higher rates. Active date would likely be mid 2018, unless the city of Saco appeals. 3 foot lift in flood map level. If you plan to renovate, if it’s more than 1/2 the value of the structure, home will need to be elevated. Somervilles recommended ‘Loydes of London’ as an option for flood insurance. Lower price than FEMA rates.   And here’s the map you’ve all been waiting for:
